The document that the Community Work Group was originally asked to work from is the proposed Chapter 60 which mirrors IDEA 2004. Each time the Work Group examines a section of the proposed regulations, a decision is made by the group to "affirm" the language of the proposed Chapter 60 (make no changes) or to "modify" the language (make changes).

UPDATE
On October 8th, the Special Programs Committee of the Board of Education requested that the Department format their proposed revisions using the existing Chapter 56 rules as the basis of comparison (rather than IDEA 2004). The Community Work Group decided to reformat our proposed revisions using Chapter 56 as our template, in order to be able to compare our suggestions with the Department's newly formatted draft. In our side-by-side comparison, we added only new requirements included in IDEA 2004 or suggestions to improve Hawaii's special educaton rules that are not currently required in IDEA. The Department's draft is still under revision and is expected to be presented to the Special Program Committee at its meeting on December 10th.
